The role will be flexibly worked from home but will necessarily require attendance at site locations across the Borough, and also occasionally out of Ashton Old Library, Old Street, Ashton-under-Lyne.

Tameside Borough Council is embarking on a programme of radical change to meet the challenges of modern local government, public service reform and integrated health/social care. Fast paced improvement across the Council and the Tameside and Glossop CCG is being driven by a highly motivated, integrated leadership team, who are pushing the boundaries to dramatically change culture, modernise services and identify innovative ways to manage service demand.

Our recently appointed Assistant Director of Strategic Property and the Director of Growth have undertaken a review of the directorate’s services and are restructuring to align all council property related functions and integrate with CCG property management. 
Reporting to the Assistant Director Strategic Property you will line manage the Councils/CCG Capital Project Team and Housing Adaptations Team.

You will lead the development, design and delivery of complex and challenging programme of capital construction projects across a range of sectors including Education, Leisure, Heritage, Civic, Commercial and Housing Adaptations to defined time, cost and quality outcome parameters. Managing key stakeholder relationships within the Council, residents, partners and supply chain supply. Manage and coordinate staff responsible for programme delivery including professional support staff from across the Directorate and wider council.

You will lead on the improvement of the Council’s project management and construction procurement, framework management, BIM, processes, capital reporting and governance arrangements. You will help develop the Councils Capital programme. 

As a member of the Strategic Property Service Leadership Team and the Growth Directorate’s wider Management Team you will play a key role in the delivery of Council and Growth Directorate priorities, transformation of our property functions, integrate existing services and build new teams. You will support the implementation of a Strategic Asset Management Plan and delivery of all the Council’s projects and programmes.

You will work with a wide range of partners and stakeholders, including Schools, Tameside & Glossop Integrated Care NHS Foundation Trust, Pennine Care NHS Foundation Trust and the Greater Manchester Combined Authority, to get optimum results for Tameside and Glossop.

An accredited Construction professional, with significant experience in project delivery in a local authority setting, you will be able to work at pace with enthusiasm and drive and be able to engage with and influence a range of partners at all levels.

This post requires an enhanced DBS Disclosure.
This post is a designated customer facing role under the fluency duty and requires a specified level of spoken English.
